In theory a program is a program whether it is running or not. However, in most users minds there is still a distinction of what is running and what is not. Here is where they are stored in: H:\Windows\Globalization\MCT\ Just enable hidden folders to be seen and you'll see each region's theme stuff, including the wallpapers in a folder.
